Robert Spencer has 30 years of experience providing land use, economic, and financial consulting services to public agencies. He has a deep understanding of the connections between land use and fiscal policies, and business and real estate markets. Mr. Spencer has built successful consulting practices with regional and national consulting firms, and is now a sole practitioner. He has been actively involved in Bay Area efforts to respond to sea level rise, focusing on the financial and regulatory challenges facing the implementation of adaptation plans and projects.
Mr. Spencer’s core area of expertise is the (1) analysis of the economic and fiscal impacts of development, (2) identification of public services and infrastructure needed to support growth and revitalization, and (3) developing policies and programs needed to fund and finance those needs. He has extensive experience conducting fiscal impact analysis, identifying appropriate public service standards, and crafting funding and financing plans. He is an expert in the adoption and implementation of a wide range of revenue strategies including taxes, fees, charges, and benefit assessments, including a recognized national expert in the area of development impact fees. He provides the real estate market analysis necessary to support policies that rely on market feasibility to be successful.
